how to add a layer underneath my main creation layer

I am wondering how to add a layer underneath other layers. Exemple I have a creation done on a layer and other ones and I want to add clouds only on a part of the creation underneath this one. I can't seem to find how to add layer underneath cause the clouds keeps being added over my main object.

yeah that's what I thought and have been doing but it still does'nt work ! theres something I m doing wrong, cant seem to find out what it is !

Well, like oma said, if your "Background" layer is completely opaque - say a photograph you took or something - nothing you place behind it will show up. You'll have to erase those portions on the top layer for the bottom to show through.

Does your top layer have transparent bits for the clouds to show through?
