I m tryin to put white clouds behind my image !

yeah that's what I thought and have been doing but it still does'nt work ! theres something I m doing wrong, cant seem to find out what it is !

I am wondering how to add a layer underneath other layers. Exemple I have a creation done on a layer and other ones and I want to add clouds only on a part of the creation underneath this one. I can't seem to find how to add layer underneath cause the clouds keeps being added over my main object. thank you
