Text on picture.

Yes, Paint.NET is certainly capable of doing this, and much more. In your Paint.NET window, by default there will be a tools bar on the left hand side of the screen with different tools. On the toolbar will be a capital "A". After opening your picture, click on the A in the tools window. Then click anywhere on the picture, and a blinking cursor will appear. You can then type text which will be rasterized as son as you're finished with the tool.

Make sure to look over the Help File (F1 while in Paint.net) to learn some of the basics of Paint.NET.
