If you go to Start > Search (on Windows XP) or the Windows logo button on Vista, and type in "Paint.NET.3.36.zip", it should find it for you. Open it up and run the .EXE file inside. Otherwise, try re-downloading the program from http://www.getpaint.net, and instead of clicking "Save," click "Open." Does this work out for you?
