Reduce shadows on Normal Maps

I'm sitting here with some normal maps for Skyrim SE that have some really annoying shadows on them. I've been looking around for a way to reduce them but can't quite seem to find a solution or tutorial anywhere for this particular problem. Any chance someone in here know how to help?
