How to use photoshop “styles”

i have been looking to use this (https://www.deviantart.com/edenprojects/art/Windows-Live-Style-Pack-42856633) but it is a photoshop style art, is there any way to use it in paint.net or do I need to buy photoshop to use it?

Yes, you can open it in Paint.net.  First you will need to download this Plugin:

 

 

And here are the instructions on adding Plugins here.

 

After unzipping the styles you can then open it in PDN.

 

1.  Navigate to the folder where you saved it.

2.  Then go to Open and choose the .psd which will open up in a number of layers.
