Cannot install/update to non-Store update to 4.1.6

From 4.1.5, I checked for updates. It found 4.1.6 and prompted me to install, so I did. It exited the app and then began the Paint.NET installer. It then failed by prompting me with this:

I also tried installing from the Paint.net direct download.

Your current paint.net installation has become broken. You can use this utility to remove the broken installation:

Afterwards, you can install paint.net anew.
