Using Templetes or other objects

Hello

I have just started using paint.net. I use it make scrapbook pages etc.

I have seen on scrapbook websites that people who use Photoshop can use templetes or take an object, say a frame, and then take a background paper and put it over the layer that they want it to "cover" and if they hit Control +G it will merge the paper into the shape of the layer underneath it. Is there anyway to do this with Paint.net? Thank you for any help!
