I don't know about the others, but there is a Vignette plugin available for Paint.NET made by Ed Harvey.

Flatten it. Save it as .png, .jpg or whatever. Right click on your desktop. Click properties. Click Desktop. Click browse. Double click your file.

Paint.NET currently does not feature an Airbrush Tool, but it does indeed have a Clone Stamp Tool. For fixing blemishes, I usually use Ed Harvey's True Blur (plugin)...
