    How about this: From this: same idea just use the headlights as your "tires" so from headlight to headlight then no more resizing.

Of course it was on purpose a side effect of the waves plugin. Don't tell me it involves use of that plugin because there's a cool effect you can get from that plugin of course it's not like yours but still

    maybe duplicate the layer add the noise then double click the layer on the layers windowand lower the opacity a bit or change the blending mode
