No. Just uninstall it and download and install Paint.NET with Framework 2.0

No. Framework 1.1 is not required, it is just a previous version of the FrameWork that is kept if you do install 2.0. I believe your .NET Framework 2.0 was damaged. And you do not need to clean your registry, reinstalling will do.

Yes. It sounds to me like parts of your .NET framework is bad. It was likely a bad installer that you downloaded.
Firstly, uninstall .NET framework 2.0 and 1.1 through Add and Remove Programs. Then download Paint.NET with the .NET Framework here: http://fileforum.betanews.com/download/PaintNET_with_NET_Framework_20/1096481993/2

What I was saying was that you are able to paste to the same layer if you select the circle only (a rectangular selection around it will not do).

A selection having alpha is different than a pixel not being selected (If you have magic wanded around the circle, then only the circle is selected.)

I just wanted to make this clear: I never expected this to go sticky. I just wanted to make sure that some people who are new to the forum and know what to read should see this. And if Rick makes his own version, good for him, yet this topic is only temporary.

And to keep topic, I would say that all are good references, and although you can't pick the coolest effect on here, you could just go through each one and try it. It really helps novices.

Edit by Rick: These are not official forum guidelines. When I have time I will try and post some official ones. For now these are not entirely bad guidelines though.
Because of the many posters who seem to not have common sense, I have written a thread for Forum Policies and Guidelines. Please feel free to add on to these policies and suggest revisions of them.
1) Keep it clean.
This means no links to pornographic websites, no strong cursing, and nothing that will violate forumer.com's Terms of Use. (See http://forumer.com/terms.php)
2) Lay off the immaturity and l337 speak.
Firstly, it is suggested to not post anything that seem useless, off topic, or written in an immature fashion.
Secondly, please remember that this is an international community and some are not very keen in English slang or l337 speak. Also, for this reason, stereotyping or racism is unacceptable. I have done this before after running out of jokes and watching too much TV, and was reminded by the Administrator Rick Brewster that this is unacceptable and immature.
3) Some Things Outlined in the Terms of Use
a) Do not share passwords or other private information
Do not share email addresses: this is an attractor to spamming and Mass Mailing, which are both annoying and unacceptable.
c) No Harassing or Verbal Abuse: as stated above, this is immature and unacceptable. If you disagree with somebody, state your disagreement in a constructive manner.
d) Do not post materials to which you do not have copyrights, or link to warez or pirated material. This is illegal and unacceptable. In two words: No Plagiarism
4) Always remember to post in the correct forum.
General Discussion - This forum is for Paint.NET related items that do not fit in the below categories.
Tutorials - This forum is especially devoted to publishing tutorials. Any tutorial requests or "How Do I..." type questions belong in General Discussion.
Plugins - Like Tutorials, this forum is only for Plugin publishing. Any requests belong in General Discussion. If it happens to be a request to add a feature to an existing plugin, you may post on the thread for that plugin.
Bugs & Troubleshooting - This forum is for submitting Paint.NET bugs. If it happens to be that you think a feature should be in Paint.NET, please post this as a feature request in General Discussion.
Localization - This forum is for publishing Language resources. If you speak another language and need a language pack, please look here.
The following forums are devoted to questions and comments about Paint.NET's programming and development.
General Coding - This is for general questions and comments about Paint.NET's code.
Effects API - This is for specific questions or comments about Paint.NET's effects application programming interface. Please post in General Discussion if you wish to request an Effect.
File Format API - This is for specific questions or comments about Paint.NET's file format application programming interface. Please post in General Discussion if you wish to request that Paint.NET be able to open a specific FileType.
This concludes my post, but please feel free to add on anything you see fit or suggest revision to some policies. Also, try to keep format (heading size is 17).
5) Don't degrade yourself
Lately, I have been seeing new users call themselves newbies and such. I just want to let it be known that the people here at the forum will not call you a newbie or any other name. We simply give answers to questions, whether complicated or not. It is pretty annoying when people call themselves this.
6) Suggestions towards thread posting
Please don't bump posts. We have many people here that love to answer any type of question, and if the question is not answered within an hour, that does not mean that we don't want to answer it. It is annoying to see a question and three or four posts that read ``*bump*''.
Also, don't revive old threads. When somebody going through new posts looks at an old thread, it will be thought of as a new thread, and it is an annoyance. If you have a question or comment you really need to state, make a new thread.
7) No Generic Thread Titles
One of the more annoying things to see on this forum are thread titles like "Help!!!" or "Newbie Question". It is hard to tell between 5 of the same thread titles, so please stray away from stuff like this. Instead, make the title a 3 or 4 word summary of your question or comment. Also, one exclamation point or question mark will do, because seeing 10 or 20 question marks after "How do I do this" is annoying.

Just set the tolerance to 0%, magic wand the transparent area, then Invert Selection.

Have you looked at the PdN help? (Press F1 in PdN to bring up the Help)

Try using the shift key, line tool without antialiasing, and watch the status bar. Take the line tool (no antialiasing), press the shift key, and draw 6 lines from a common vertex (eg 400,300). Then draw 6 more lines to box it in correctly, then fill every triangle with the line color. cut of the excess and voila! A (Nearly) perfect hexagon.
