Please read The Rules of our forum. The Rules would have told you that you should check the Popular Feature Requests thread before requesting a feature. The first item in the Popular Feature Requests thread is customizable brushes.

Now, whether or not customizable brushes will be added into Paint.NET has not been definitively stated, but at the earliest, it wouldn't be until 4.0, which is estimated as being over a year away.

Other freeware options that do have customizable brushes include:

The GIMP - features a customizable brush head, supports PhotoShop brushes, and has a .gbr brush format for saving images as brushes
[*:1hrs82eh]Project Dogwaffle - features fully customizable brushes, has a custom brush designer, and allows for on-the-fly grabbing and painting with image sections

So, you can check out those programs if you wish. Please make sure you check out The Rules as well.
