How do you do/use LAYERS ???

Please, point me in the right direction...

Im new at photo image manipulation and well, photo softwares even more.

For awhile now ive been trying to learn and figure out how to use layers .. i have 2 pictures that i want to put together to make it look like one. But... i have NOOOOO idea how to do this

Is there a tutorial out there that can help the noob??
