cutting out picture and still has white background

i want to make a sig but idk how to like bring the picture i want to put on it onto a new layer thing whenever i create a background and press open and select the picture it deletes everything and only has the picture as a background

Precisely. Search for a tutorial by the name of 'cutting out images the easy way' and that will describe in the easiest possible terms how to do such a task. You could also use an alpha mask which utilises the same method as the aforementioned tutorial but produces a cleaner and more professional extraction. Feel free to search for that too, it will be under the title of 'alpha masking'.
