Birki, Paint.NET doesn't support Tool plugins. This is because Tools are an integral and tightly integrated part of the UI and we'd have to expose a lot of our app's internals in order to allow for this. And we don't want to do that because quite often we need to rework and rewrite our internals at various times for various reasons (like performance! :)).

Anyway we won't be adding this feature at this time for the v2.5 release. Sorry to rain on the parade.
