If you're asking about adding a second image to a composition, then Image -> Resize wouldn't be the best choice, as that will resize the entire image. What you can do in that case is add a new layer before pasting. Paste your copied image into the new layer, and use the Move Selected Pixels tool to click and drag on one of the corner nubs to scale it. Hold the [shift] key to constrain to the original proportions.
