this is what i came up with on a quick work up-

the most iportant part for the look is the cloud plugin on layer 3 - note this is not the render/cloud effect that comes standard, its a plugin link is at the bottom

layer one- clouds scale 154, rough .70

layer 2 random shape fill, repeated 5 times

seamless texture maker at defualt

brightness/ contrast, bright -73,con 100

layer 3 clouds plugin,

run cloud PLUGIN again but hit reseed button

layer 4 filled with a blueish and set blend mode of layer to overlay

as for the foreground - ON A NEW PICTURE

put blotches of white where you want them.. or randomly- run guas blur at a about 15, add a layer fill with the blue-set to overlay-- Flatten (not merge down)

run grim colour reaper with tolerance set to 6.27- run gaus blur again- COPY the pic and paste it on a layer above the render on the first pic
