Outlining text?

My preemptive apologies if I'm being an utter moron here.

Does anyone know a way to make, for example, black text that's outlined in white? Other than drawing it by hand; I know a few different methods for that, and they kind of word, but a) it's slow, it's a pain in the butt, and c) it still doesn't look that great.

You click on the "Download Pyrochild's plugins at the very top.

So I've downloaded that zip file, and I can see the different files inside it. How do I get it to a useful state on my computer? (If it means anything, I'm running Windows 7.)
