As for layers, Paint.NET does not support that feature of TIFF. You can only use layers when using the native .PDN file format. In summary, when working in Paint.NET, PNG is a far superior choice compared to TIFF. Alternately, have your partner install Paint.NET and exchange images in the PDN format. It's a free program, after all.
