Apollo702
Making any of the single elements can be done very quickly. Also, one would need to have appropriate fonts available for such work- and grabbing them can be a project in and of itself. Something along these lines could easily be done with PDN. However, the sheer volume of elements means it would take many hours to put together and complete.
Lemonade
As Apollo702 said, it would take time to make this. I'd work on a larger canvas, so you can move things around. Maybe work with 2 documents, one for illustration and another for cover where you import finished illustration or illustration segments. Check BoltBait's Plugin pack (for outline and drop shadow, helpful for text): https://forums.getpaint.net/topic/121343-boltbaits-gpu-accelerated-plugin-pack-for-paintnet-v50-updated-2023-07-28/ Here is a picture with some tips: https://imgbox.com/de0UDK6x

But if you are a novice Paint.NET user, then the best thing to do is to invest plenty of time learning to do simple things first so that you know how to use all the tools correctly and how to work with layers effectively. The Paint.NET Documentation (click the icon) is very well written and it is worth working your way through all the examples it contains. Also try some of the Tutorials published in the forum: https://forums.getpaint.net/forum/18-tutorials-publishing-only/ Then, when you have the basics sorted, build to more complex images. Once you have done this, you will be able to answer the question "how to make a classic art cover" yourself. There is no shortcut to this learning process.
