Hey,

is there an possibility to change the order of the tools?

When yes is it also possible to add some tools e.g. from the effects tab?

I think that would be a great thing to have this option to change the tools order if it's not possible yet.

Sorry, not possible.

However, you can always click on the menu:

Not possible.  Effects are not tools and there is such thing as a tool plugin.

What would you change them to?

It doesn't really matter* what the order of the tools is because you can access them all with just one (or a couple) of keypresses. The shortcut keys are shown in the tooltip that appears when you hover over a tool and are also described in the Documentation here https://www.getpaint.net/doc/latest/KeyboardMouseCommands.html#3

* Apart from placing them in functional groups, which they are; i.e Selection tools together, Move tools together, Pan & zoom..., Painting/drawing tools..., Text/line/shapes...)

If you train your mind and fingers to associate the shortcut keypresses with the tools rather than use the mouse then you will get much faster at using paint.net
