LizardKing
OS: Windows 11 22621.1848 (attached) paint.NET: 5.0.6 (5.6.8544.33530), installed by offline exe-installer (no portable, attached). Videocard: ATI Mobilty Radeon HD 4670 (attached). In Parameters - Graphics I see "Microsoft Basic Render Driver" (attached) instead my Radeon. In Diag log both videodrivers are presents: ATI and MS (log attached). Is this normal? Why paint.NET do not detect "primary" videocard? Thanks. Rick Brewster
The important part from diagnostics is this: Feature Level Level_10_1 Paint.NET requires a GPU that supports Direct3D 11 ("feature level 11"). Your GPU is too old for this, so the CPU is used instead. Your PC is extremely old ("Pentium Dual-Core CPU E5500" is from 2010, and was low-end even when it was released). I would look into a full upgrade at this point. It's even far below the minimum requirements for Windows 11.
