Is there a plugin that helps manually making seamless textures?

I'm searching for a plugin that will take the existing image and surround it with identical images that change as you edit the image so you can see if if tiles correctly in real time.

Yes, take a look the Dynamic Draw plugin.

The setting you want to set within the plugin is called "Symmetry: At Points"
