Bucket fill on a new layer, but based on boundaries from a lower layer?

Is there a way to add a new layer, then bucket fill on it based on the boundaries you see on the lower layer?

Switch to the lower layer.

Use magic wand to select the area you want to fill.

Once you have your selection, switch to your new layer, select your color and press the Backspace key.
