How do I select a square to crop, but before cropping, change the square and move some of its lines around?

I've tried this on Paint and Paint.net. There's got to be a way but I can't figure it out.

 

On Paint I just learned this isn't possible. So, on Paint.net, what if select a portion but want to pull the right side of the square in a little? Whenever I do that it cuts out the picture and I don't understand I want to select a part of a photo to crop. Then before I actually crop it, I wanted to tinker with the exact spots of the lines in the square.

 

How do I do that?

Sounds like you need to use the 'Move Selection' tool (:MoveSelectionTool:), as opposed to the 'Move Selected Pixels' tool (:MoveTool:).
