Is there any kind of background selection tool plugin that works similar to the way that the quick selection tool from adobe photoshop works but for backgrounds?

I really only want to know this so that there is some kind of competivity between adobe's photoshop and paint.net. I think that paint.net is brilliant and needs some more love for all new types of people in general!

Unfortunately, what it sounds like you want doesn't currently exist, and couldn't be done with a plugin.  Plugins can't create selections and can't create new Tools or modify current Tools. (Just to be complete in my answer, a plugin could create a selection on the clipboard, which could then be "pasted" to become the current selection, but I doubt that would be useful for what you're asking for.)
