Can't install Paint.NET - system error?

I tried to open the program, but this message popped up

So i tried to restart my laptop. Still not working. 
Tried to uninstall and install the program again. It don't want to install.
Ok, maybe it's the antivirus? Nope, still not installing.

I don't know what the problem is, or what to do. 

When I "try" to install it, it creates all the folders and the file vcruntime140.dll is in the said path...

Then, try paint.net again.
