How Do I: Create a transparent dirty glass texture

Greetings from a noobie,

I am trying to create a transparent texture which looks like it has a brown, smog like, dirty patches on it. I want to get kind of a Steampunk style texture. Would any of you know how I could create something like this in Paint.Net.

This is kind of what I had in mind. This one has a grayish kind of...... crud..... on it. I was wanting to creat something like this with a kind of a rusty colored .....crud.... on it. Maybe later I could learn to do the iron separators to the panes. ;-)

How about:

Set color to brownish

Render clouds (default)

Render clouds (lighten)

Curves+ advanced -> in:key/black out:alpha make the curve go up steep so the white will be more transparent than the brownish (the brownish will have nicely feathered edges and the rest will be transparent)

.. just a bad idea of course..

I would write plugins, if I knew what kind of plugins were needed.. :(
