Paint.net has a lot of blur filters and or effects, I was wondering if someone could create a blur tool.
Nope. Plugins can't do tools. Take a look at the PdN roadmap...it's coming eventually.
Let us see the code...(no way = impossible; impossible is not french!)
I thought "impossible" was french...another way of saying "Ca n'est pas possible!"
Then again, I'd be a millionaire if I had a dollar for every time "I thought" was met with a "you're wrong..."

Well, let her know that when her face has the Soften Portrait effect applied and it's shrunken down to 25x25, she looks a lot like Megan Fox.
...or don't, I guess, if she's the sort to get "creeped out" by that...psh...

EDIT: Also, Rick - is the new icon for Soften Portrait a very tiny picture of Megan Fox? I can see some resemblance, and I know how much you hate her...;-)

You don't install the crash file. Just open it and paste the contents into this thread.

If you used the Rotate/Zoom tool (in the Layers menu), it saves the settings for how you move one layer. All you have to do is switch to the other layer, open the Rotate/Zoom tool again, and hit OK. That might be easier until 4.0 comes around :-)

I get what you're saying, and you have a good point. But it is the shortest way of referring to it that I can think of...and it's how they refer to the effect on Worth1000.com, which is prolific enough in the image editing community to allow that moniker to come into parlance.
So, yep :-) It is a good tutorial....but maybe "Pleasantville Effect (partially colored image)" might be better?

If you save it as a .PNG or .GIF, it will actually be transparent. In the quick view it'll show as a white background, but it actually is transparent.

1. Start up your computer.2. Locate your mouse.
3. Log-in to Windows (if necessary). Here's a screenshot.
4. Click on "Start."
5. Hover over "Programs."
6. Click on "Paint.NET."

135. Title your file "Swirling Clouds" and change the file type to .PNG. Here's a screenshot.

And that's how you make swirly clouds!

Just create a new (empty) layer and type your text on it. The transparent parts will actually be transparent, and you can paste it wherever you like.

Okay, this is incredibly geeky...but your sig from the other forum shows Pi. (3.1415...) But Pi to that decimal should actually be 3.1416, since the next digit is 9.
3.141592654...yeah, okay, so I'm a geek. Sue me.
