Hi Tantrimo and welcome here.

 

First a tip: Don't put a whole question in the TITLE. The title is for description of the subject. "Glowing effect" would be better.

And exactly for "glowing" there are some plugins you can find in the Plugin Index. Unfortuneately the download is broken, but I think, some members here can help out or fix it.

 

A very basic an simple solution without additional plugins: select the bright gauntlets, copy and paste them in a new layer and use a BLUR effect. If you play around with luminosity and contrast maybe you can find a solution for "blackout".

Simply load the second file as a new layer in the first file or - if already open both - select the entire file, use copy (ctrl + a, ctrl + c) and paste it in the other file AS a new layer. Then you can change the layer properties... it's absolutely simple and standard. Tip: Use HELP (F1) in Paint.NET, if you has no clue about the program.

Nope. Photobucket has changed his rules. As long as the maker of the tut not react and put his images on another hosters server, you can do nothing.

What kind of file exactly (name and extension) you have downloaded? It should be paint.net.4.0.17.install.zip

You need to unzip the archive (inside is paint.net.4.0.17.install.exe) This EXE is the Setup-program that you must start to install the application.

First you have to INSTALL the program, then you can start it like any other.

Well, then it isn't a problem of Paint.net anymore but of HTML and CSS.

Maybe the simplest way is good enough. Put the red chair-shape as a new layer over the background image (black chair) and play with the Blending Modes in the layer properties.

Yep. Just change the end of the line (STYLE) for both sides.

You can't cancel, except you kill the process of Paint.NET via task manager. Just be patient and wait or use smaller version of your image.

Use the Lasso or Rectangle Select only for bigger parts (Mode: Add (Union)) around the "headshine" and for details and "holes" the Eraser or the Magic Wand Tool. Additional the plugin "Tweak Transparency" or "Color Clearer" and "Color Replacer" might be useful.

Have a look at the Tolerance when using Magic Wand Tool. Lower values can avoid such effects.

Maybe because you forget to activate/select the right one Just deactivate unnecessary layers.

My guess is, that your filesystem maybe is corrupt. You should run CHKDSK from Command Prompt.
