************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
    <system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

i tried uninstalling and reinstalling but this is also what popped out.

ive done almost everything i could think of which includes trying different PDN versions, reinstalling the .net framework, getting an antivirus(a decent one) and running a system scan/clean and finally using a restore point at a time when i could still use it. at this point i just dont know what to do anymore

I'm having the exact same problem when I tried to upgrade to the new 4.0.5, but have discovered a workaround until 4.0.6 is released. You can right click on Paint.NET and choose Run As Administrator, it will ask if you want to allow Paint.NET to make changes to this computer, click Yes. I do have a pdncrash file and emailed that to the email provided in the file.

This might help someone having this issue, so I'll post the solution I found here.

There were two (probably malware of some kind) programs installed called "AnySend" and "moters."  Once I uninstalled these using the Programs and Features control panel, this error went away for the person I was helping that received this error message (albeit in a different .NET application).
