How are the patterns saved? If they're in a standard image file, then sure.

They are saved in a standard image format, GIF in this case. So how would one go about using them within paint.net? Do they need to be placed in a folder? Is there a plugin necessary to use them?

Well, it's not going to be as automatic as it would be in Photoshop, but you have a few options.

First is the Photo Flood Fill plugin. It'll allow you to place any image into the selected area, and it's available in the Plugins forum (searchable through http://searchpaint.net).

Second is included with PdN out-of-the-"box." It's in Layers > Import from File. It will place the GIF on a new layer, and you can clone from it, erase from it to expose layers below or erase from layers above to expose it.
