Hello, 89camaroRS.

Try these rudimentary steps to get started with:

- set you canvas to your road colour;

- Effects > Noise > Add Noise... to desired result (Intensity: variable, Color Saturation: 0, Coverage: variable/optional);

- using the Text Tool on a new layer, type out your text in your preferred colour;

- Layers > Layer Properties on the text layer;

- set the blending to 'Difference'.

Have a play around with the above steps to achieve alternate/better results; something more to your liking. For example, try different text colours - something darker maybe - or experiment with the other blending modes available. See what works.
