You can create the images in PdN, but you cannot make them "live." There isn't a free Flash program that I know of. Flash is proprietary to Macromedia (now Adobe), so the only editors come from them. Also, there is no Flash image file. Flash is used for making a program. You can use images created in PdN in a Flash program, but there is not a file specifically for that.
