Hello.

This is not something that is a feature you can call up, the nearest thing you could do is New Layer > File > Open > randomly choose a picture, open > using the Move Pixels tool (:MoveTool:) move the picture to a random place on the canvas > Flatten once finished (Ctrl + Shift + F).

There is a plugin which creates a random picture however this is just a random setting of noise which you could do yourself by going to Effects > Add Noise. Also, I doubt this will be a feature to be built into any future releases but this doesn't stop some kind soul from creating a plugin.
