Fatal Error 1603

I stupidly moved Paint.net from one drive to another and it stopped working. I deleted it using the recycle bin not thinking and went through hours of trying to actually remove it. Once I removed the last if it I tried reinstalling and I get the error code 1603 saying I already have it installed. Does anyone know how to fix this?
