Turns out that another user of my computer turned off specific services to run .net framework. Couldnt uninstall,install, or repair. I turned on all services to automatic and PDN started working. Did a uninstall,reboot and install of Microsoft .net Framework anyway. Just incase it was corrupted in this fiassco.
