Compiling 2048 DDS files into one texture?

I would like to compile a large number of DDS files into one file either DDS, or another format. Since paint.net will open the DDS files I assume it can also open the many different tiles I have which are in numbered order for example image.1 to image.2, etc.

I have such little knowledge in DDS, and searches did me no good trying to find an answer to this.

The finished file might come out around 360 megabytes.
