The 'publishing' refers to publishing completed tutorials, not questions. For that, you need to post in the General Discussion & Questions section - where this will now be moved to. 2) Have you tried the Layers menu > Rotate / Zoom? If you haven't, you should, you can define degrees of rotation from there.
