Is there a better way to apply a scketch filter to images of lesser quality?

I like using the sketch tool that comes standard with Paint.net. But I've noticed that when applied to lower quality images, it doesn't really work. If the image isn't high resolution, then it mostly just fills in the pixelation and doesn't really detect the edges very well.


Is there a work around to this issue, or a perhaps another tool, that could better "sketch" images of lower resolution?
