It would have to be more than one individual.

Use the grim color reaper plugin. Oh, and I hope you meant Paint.NET.

Thanks for all the feedback everyone.

Thanks Drydareelin, it's a quote from one of my favourite physicists. (It's also a misquote from the Bhagavad Gita.)
And I don't take it as an insult at all, simple can be good.

Arse, if you thought using median was blurry, then why was my result completely blur-free and crisp?

Thank you barbie, I love feedback from the community.

p0th3ad, the exact same image was posted on other forums about a year prior to you posting it here by a user called m0dm4n, I hope that's you.

New poster 30/7.

You could always use median. or a combination of gaussian blur, median, and make opaque.

New poster and background 27/7, and with the help of EER I have condensed my gallery down to a single post.

Nitenurse - I really like rainbows and the reflection below your text is quite well done. Overall a nice looking sig.JulioCoolio - A very simple sig, I really like the glossy, 3D effect you have on the text, but I don't really like the test itself, it reminds me a little of comic sans. It's a really good looking sig but I would've liked it better if the font had been different. The score is now:Nitenurse - 1JulioCoolio - 0

And I made a little game to go along with it:
Without power-ups: https://www.sendspace.com/file/9vfimq
With power-ups: https://www.sendspace.com/file/ezctsg
With power-ups and clouds!: https://www.sendspace.com/file/clj2tz
Please tell me if you want me to improve the game at all or add anything.

The result looks identical to the other tutorial...

I was assuming it wasn't fully white.
-
Have the new white layer above the coloured one and set it to lighten possibly, it's a bit hard to help without screenshots.
-
There's already an oblique plugin that does that.
-
Here's my attempt at recreating it, but I forgot to document my steps. So... sorry...
Oh, and I rate your picture a 7/10

A lot of clouds, displacement and edge detect.

I'm not sure if this is abstract or not, but here's a wallpaper I made:
