Yes, I mean like a plugin that has a brush. It's gotta be an easy plugin to make. All you would need to do is have the fragment effect but with two different filters. I mean, Pyrochild and Boltbait could do this in a flash.

Is there a plugin I can use to make an image 3D? If not, this would be a great idea. It could look like the picture attached.
