First of all Download plugin from internet. Then if it is in .dll format, paste the file in directory you have installed paint.net. I ahve installed it in drive C. I will paste it in "C:\Program Files\Paint.NET\Effects". So you can paste the file where you installed paint.net.

I am learning paint.net. And i want to make a hat in paint.net, can anyone tell me how to make it look like 3D? Many thanks in advance.
