1.) To make the background of the first image follow this tutorial. To get that kind of text, make the text on it's own layer, and then go to Effects --> Blurs --> Zoom Blur. 2.) To get that kind of splash try playing with the Splatter plugin. Hope this helps.

I'm pretty sure nobody's made a burn tool yet, and I guess on could be made, but it would be extremely complicated. If you really need one I'd suggest using the tutorial you talked about earlier.

If I understand your question correctly (and I'm not sure I do), you could try to use the Selective Palette plugin, which is part of Curtis' plugin pack.

I would suggest making a radial gradient with the colors you want for the tail and then using smudge to drag it into a meteor like shape. Ex. (Note: This is not my sig, it CommanderSozo's.) EDIT: You may also want to look at this tutorial.
