If your question is not Paint.NET related this isn't the proper place, try the Overflow section of the forum
And to answer your question, no Paint.NET can't edit anything through the Internet, there are probably some sites that have such software, but this is not an option of Paint.NET, nor will it be.

Make sure you have ALL the .dll from the zip on the effects folder.
Post a log that appears on the desktop if Paint.NET crashes, or if there's no log please do describe all the steps that lead to the error.

Hey Tag one of your brushes is corrupt, meaning that the file does not have the proper information, so remove every brush and reinstall them to see which one is...

What about an Autosave setting? I can think of a lot of people for whom this would come in handy...

Ok trying to organize your questions I got to this:
1. To move the image around a larger layer, paste the image on that layer and then use (Move Tool)
2. To that you can use the Algin Object Plugin that you can find in the Plugin section of the forums.
3. To 'see through' an image go to Layer>Properties or just click the respective button on the layers window, and change the transparency value of the layer.
Most of your doubts could be answered by the Help documentation. Please use it.

This problem is common to happen with this plugin, probably a bad file in the brushes folder, and that's what I said, the corruption is either a brush image file, or the effect. It isn't Pdn probably...
As to what you might want to do next is to go to This topic and post there you problem, this forum is more generic problems and bugs. Plugin problems are in the respective topics.

I feal in the troubleshooting mood today so I will take another swing at this.
First of all, it sounds like you have a registry error. There are two ways we can go about this: Customize the Paint.NET Installation to not identify Paint.NET as the default program for JPG, or perform a thorough cleaning of your registry. I highly recommend the former as it is safe and Paint.NET will still be able to open up the JPG file format.
Alright, when you launch the Installer. On the first dialgoue, click on the check box next to 'Customize'. Then click 'Next'. On the next dialogue, accept the User Agreement and click 'Next'. Now, make sure there is not a check in the box that is next to the sentence "Use it as the default image editor for JPEG, PNG, and BMP images". Then complete the installation.
If this does not work, leave a message here and I will detail cleaning out your registry for you. Hope this helped!

it looks like you have a corrupt file either the effect or a brush. the correct place for troubleshooting plugin errors is the topic of the subject plugin... (is that grammatically correct?)

That's wierd, the installer detects admin permissions automatically... did the UAC pop up?

run the plugin once and then go to the user files folder and if it appears
actually run the plugin and press the shortcut in the window to open the brushes folder...
