It's a plugin, you gotta download it. It could be found in the Plugin section of the forums.

Hmm, yeah... but you can do that with a tutorial. I've seen it somewere, im searching it now.

You're welcome!

Hmm, yes it is a bit confusing, but I think I know what the problem is. Try to select the grey parts you dont want with rectangle select, and delete the selection, it should make it transparent like the rest.

check this out
Wow, freaky.

Yeah, I'm a GTA fan.
Lol, that looks cool.

Here's my other try:
EDIT: I made another one, I added a glow to the sun and added the children picture that you made.
-
EDIT: I made this one with colors. The problem is that on the last Letter of "ESV" it doesnt turn much bright, like the first picture. It shouldn't be a problem tho.

It is flashy, but not annoying. I love that avatar!

XLT, maybe it's the .dll. It might be a corrupted or the wrong one. Try downloading another one.

When you press the PrtSc key, a graphical copy of your entire screen is placed onto the clipboard.
This is a temporary copy. If you want to save it, you must then go into Paint.NET and press Ctrl-Alt-V followed by File > Save as...
Ok, thanks for the help.

I was just wondering, because they don't come up on desktop, or in any other places I look for.

Yeah, I agree with Yata. That result of yours is great!

You could use the Lasso Select tool to select the item that you want to cut out and put on another image, and the checkerboard means that the background is transparent. I think you should open your picture, and add a new layer, and add the item that you cut out to the new layer, then change the layer's properties to "Overlay". I think it should come up. If not, just check out this tutorial, it shows how to cut out images:

Hope it helps
