beautyfull and rows into face?

Hi at all 1)I am unable to clear best a difficult background especially near the hair and face. 2)into the some image there are also many rows on the face that is dirty. Image is this: Are there some one that can help me please? Thank you very much

so to do all the work: 1) I pick baby hair and copy them 2) I create new layer and I past hair 3) Do I have to copy the hair color from the photo of the red hair woman? Or do I have a red hair snapshot?

Thank you very much. It is difficult to edit single layer so small like baby hair. How can I do to change hair color because for a baby it is too red.
