yes it is quite simple... you use layers to your own advantage while making them (makes it easier to edit specific things without ruining others) then when you are done you save it as a jpg bitmap or whatever choice you make and when it asks if you want to flaten it say yes (it wont save that way if you say no) and then go use a picture hosting program to get it on the net... i would suggest photobucket it is my fave...

P.S. Make sure you do save as so you still have the original paint.net save file of it so you can make changes later if you so choose.
