advance cloud effect?

Hi.

The cloud effect for paint.net is excellent for a lot of things, however, the settings of that effect is minimum.

Is there a plugin somewhere where it makes the cloud effect more like the fracture noise effect of Adobe After Effect?

Also, is there a way to make the cloud effect repeatable? (so that you wouldn't notice it if you tiled the image.)
