Because everybody has different requirements. Some people want squares, some want rectangles, some want to be able to vary the grid line thickness, some want to have the grid lined up with a specific part of their image, and so on. A simple square background grid at all zoom levels would not satisfy these requirements.

It's easy to Ctrl+Shift+N to create a new layer, which will have a transparent background, and render your preferred grid on that.

I suspect you are fairly new to paint.net and simply haven't discovered its abilities yet.
